Observation

Based on the facts gathered during the complaint investigation, the staff were not actively supervising children on the playground at the time of the assault incident. Two staff were tending to an injured child near the school and could not see all of the children on the playground. Another staff was out in the field with a small group of children and could not see or hear the children on the playground. A fourth staff was at the fence at the edge of the playground with their back turned to the playground as they were letting two children into the gate. None of the staff were providing direct or active supervision of the children on the playground when a child was assaulted by three other children.
